I would buy it; but, I have a Wards player I am working on.

One question: what is the best way to lubricate the arm track? Every so often it hangs up for a bit. Would lithium grease be appropriate?

I just looked at this advertisement, and this player has seen better days. I also think the $150.00 asking price is a lot of money to pay for a broken player; at least there is a Make Offer option. Perhaps if it was serviced & refurbished, then it would be a good deal; the seller even says that they know nothing about it.

I am not familiar with the non-RCA CED players, but I read somewhere on this web site that they have a design flaw which causes the belts to fall off, and that they need to be retrofitted to use a different kind of belt in order to work more reliably.

The reason for the pully conversion is that the OEM belt had a small curve to it and they are no longer made. The easiest way is to convert the pully and get a standardized belt that works with the pulley conversion. The arm drag could be caused by a stretched belt. There are 3 belts to change on a Toshiba based player. I have both a Toshiba and Wards player that are the same as the Elmo player. I like them and have had good luck after doing some work on them.
