first, thank you beetlescott for pointing me in the right direction!

second, thank you dombay1 aka aj's video recyclery for the tips and sharing the info!

"Thank you for your question. Discs this old often need cleaning. Many time, the silicone coating applied to the disc surface at the factory has altered into white flakey objects on the disc surface. The problem is the grooves are so small (38 video grooves will fit into 1 audio groove i.e. L.P. Record Groove)that even slight pressure will smash them down, and distort the picture. I clean my discs with a KAB-1 vinyl disc cleaner. Made for phonograph records, it works well for CED discs, but one must use a very light touch. This system coats the CED surface with a mild cleaning liquid, then vacuums the liquid and dirt from the grooves. Also, the CEDMagic site has directions for vacuuming the discs with a home vacuum cleaner. In the past, I have cleaned discs with a very soft cloth using my own cleaning solution. Into 1 gallon of distilled water, add 2 tablespoons of Woolite and 1/4 cup of rubbung alcohol. Wipe the discs very lightly, so as not to smash down the grooves. Make sure they are completely dry before reinserting them into the sleeve. These processes clean the dirt away. If the disc is damaged, cleaning will not help"
