If the felt strip is merely loose on one or both ends, it can usually be carefully glued back down with Elmer's glue. Just be sure to use as little adhesive as possible, and don't get any on top of the felt where it might scratch the disc when dry.
If the felt strip is in really bad shape, it can be pulled off entirely. Make sure there aren't any burrs left over when you do this by running a finger along the depression from which the strip was removed. Since the rim and center hub of the disc are raised above the grooves, the disc can safely slide past a smooth caddy opening, even with no felt in place.
These felt strips were specifically manufactured for VideoDisc caddies, and were peeled off a sheet by a human operator who then applied them to a machine that in turn inserted them into the caddy depression. The process can be seen at about the 10-minute mark in the CED manufacturing movie:

I've never tried to find a modern replacement for the felt strips, although they could probably be improvised from a thin self-adhesive felt sheet using an exacto knife.
