Since you can post messages, this appears to be a login issue rather than a domain blocking issue. I recommend logging in and checking the "Log me on automatically each visit" box. Otherwise you may have to login a second time to post a message under your ID, or login again after a period of inactivity.
I believe phpBB is set up this way to thwart spammers, as the CED Magic forum gets several spammer subscribers each week pushing their DELETED, weight reduction, mortgage, etc. sites. Although these people can subscribe (and promptly be deleted when the subscribe email response bounces), they don't seem to be able to post messages.
